DETROIT -- Water and sewer customers across Southeast Michigan will get a rebate after a federal judge Friday said Detroit charged them $24 million too much for the city's controversial digital radio system.

The city administration's top attorney this morning urged the City Council not to approve an ordinance amendment that would require all outside legal contracts to receive council approval.

I used to be with it, but then they changed what 'it' was. Now, what I'm with isn't 'it,' and what's 'it' seems weird and scary.

FLINT, Michigan -- Marquinn Franklin's family laid him to rest Wednesday, still trying to figure out exactly what happened on the fifth floor of Hurley Medical Center before his death there.

Flint police were told Franklin, 30, went into cardiac arrest after security restrained him to keep him from jumping out a window. A police investigator said it appears that six people were involved in restraining Franklin, who family members said stood about six-foot-one and weighed 270 pounds.

The family believes security guards went too far.

"I would like to have justice. ... My heart is broken," said Franklin's mother, Dorothy Coleman, of Mt. Morris Township.

Franklin died July 9, three days after he was admitted to Hurley for an overdose of pills.

He had spent more than a day in a medically induced coma and was in good spirits after he awoke, said his older sister, Quinette Hoskins, of Mt. Morris Township.

"He was making plans for the future," she said.

But something went awry the next day after he called home and said he was ready to leave the hospital.

Hours later, Hoskins said the hospital called to say Franklin's condition had changed and that his mother needed to come immediately.

By the time she got there, Franklin was dead.

Hoskins said the family was told at the hospital that he had become testy with staffers because they wouldn't let him smoke. She said staffers told the family that he first tried to run out of the room but reversed course and tried to leap from a window as security chased him.

I thought that we had an irony thread around here, somewhere.

The short version is that some big fella tried to jump out of a fifth story window, secruity tried to stop him, and now Big Fella's mamu is pissed with security. Maybe like Angelo's aunt (see Gunplay thread) she wanted them to shoot Big Fella in the leg.

The plans evidently included a research project to prove/disprove the laws of gravity.

I'm sorry for saying this but E-85 is a horrible alternative fuel. It costs more to use and I personally don't feel that I should have to spend more to save the environment. The corn that is being wasted on E-85 should be feeding livestock and the poor and homeless, not used in my car.

I bought an 08 Chevy Impala (love the car!) and was excited that it was a flex-fuel vehicle until I read up on it.

I like to do my research after I make a major purchase too, it always makes for fun surprises.

Django, was just out in the garage, found 5 10ft pieces of plastic and 2 aluminum. have to get them outta the rafters. I,m not in the city but just past the old eloise complex. you can have what i got, still have to get over to my buddys and to my cousins to see what they got.

Difference #1- In NY the perpetrator has been arrested. I'll bet dollars to donuts no one goes to jail in Detroit for this murder.

Difference #2- This woman was not shot outdoors in Times Square and then left stumbling around bleeding from the neck as no one did anything to assist her. Since Kitty Genovese people in NY are quite helpful.

JT1 and IHD are exactly the type of person who will continue to hold Detroit down.
